Target's athletic wear line, C9 by Champion, is opening its first stand-alone store in San Francisco, Ca., on Sunday.

NEW YORK (CNNMoney) -- Sports bras. Yoga pants. Spandex shorts. Athletic wear is everywhere.

Just ask Target. The cheap-chic retailer is opening a standalone store for its athletic line C9 on Sunday in San Francisco.

C9 has been a runaway hit for Target (TGT, Fortune 500). Eight years ago, C9 was just a line of sports bras made by sportswear manufacturer Champion. Today, C9 makes running shoes, snow pants, and sweatshirts for men, women and children. It also rakes in a billion dollars annually.

That puts it in the same league as the trendy yoga apparel maker Lululemon (LULU). Maker of the best selling $100 yoga pants called Lulus, the company has had one of the hottest stocks this year with a 57% gain, and expects to rake in $1.3 billion in annual sales. Compared to Lulus, C9's premium yoga pants will be priced at $40.

In a way, Target is following in the footsteps of rival Gap (GPS, Fortune 500), which also runs 28 standalone stores for its sportswear brand Athleta.

Athletic apparel has exploded in recent years, partly because of the focus on healthier, active lifestyles. From First Lady Michelle Obama's "Let's Move" initiative to New York Mayor Michael Bloomberg's attack on sugar-rich sodas, there's been a concerted move from public personalities to push for healthy living.

Active wear has also become part of many people's everyday wardrobes. More people are embracing yoga pants and hoodies in and out of the gym. Women's active wear alone has doubled in the last 10 years to a $14 billion industry, according to research firm the NPD Group. It is expected to grow 9% this year.

"It's one of the few categories in all of fashion, and all of retail, that has been consistently doing well," said Marshal Cohen, chief industry analyst at the NPD Group.

Cohen points out that active wear is one of the few lines of clothing that is constantly improving because of new technology, like moisture-wicking fabric and hidden pockets for keys. With exercise, also comes a lot of wear-and-tear, which means they need to be replaced more often.

Cohen expects growth for athletic wear to come in at lower price points, which could be a boon for Target. It already sells its C9 line in its 1,700 stores as well as on Target.com

Target said it didn't have plans to open more C9 stores yet.

Treasury delays report that could hit China on currency

China's yuan has risen against the dollar in the past few years.

NEW YORK (CNNMoney) -- The Treasury Department said Friday that it was delaying the release of a report on international exchange rates that often contains criticism of China's currency policies.

The semi-annual report, originally due next week, is frequently delayed. It will now be published at some point after the G20 Finance Ministers meet in Mexico City early next month, the Treasury Department said, meaning it likely will come after the presidential election on Nov. 6.

Earlier versions of the Treasury report have criticized China for intervening in the foreign exchange market to depress the value of its currency, the yuan. But the Obama Administration has stopped short of formally designating China a currency manipulator, a move that could lead to trade sanctions.

Republican presidential candidate Mitt Romney has vowed to take this step should he win the election, a move sure to increase tensions in the already rocky economic relationship between China and the U.S.

The Treasury Department announced the report's delay on a day when the yuan reached its highest level against the dollar since 1994, when China first introduced its modern currency-trading system, according to Dow Jones. In the last edition of the report, published in May, Treasury credited China with "allowing necessary external adjustments to take place" to boost the yuan's value, though it urged Beijing to do more.

Although the Obama administration has avoided action on the yuan directly, it has filed trade cases against China over exports of rare earth minerals and auto parts, and has introduced tariffs on Chinese-made solar panels. To top of page

New $100 bills stolen en route to Fed facility

NEW YORK (CNNMoney) -- Unknown thieves stole a "large amount" of newly-designed $100 bills bound for a Federal Reserve facility in New Jersey on Thursday, the FBI said.

Frank Burton, Jr., spokesman for the FBI's Philadelphia division, said the theft occurred at some point between when the shipment of bills landed at the Philadelphia airport on a commercial flight from Dallas at 10:20 Thursday morning, and when the shipment reached its New Jersey destination around 2:00 p.m., when the courier service transporting the bills reported some missing.

Burton declined to comment on the amount taken, but said it was substantial.

The missing bills carry a design that is not slated to reach circulation until 2013. They feature a large gold "100" graphic on the back, and an orange box on the front with a faint image of the Liberty Bell. To top of page

Postal Service increasing prices

NEW YORK (CNNMoney) -- Snail mail prices are creeping up.

Starting January 27, the price of a first-class stamp will increase one cent to 46 cents, the Postal Service announced Thursday. Postcard postage will rise one cent as well, to 33 cents.

Letters to international destinations will rise in cost to $1.10, up from the old prices of 85 cents to Canada and Mexico and $1.05 to other destinations. Overall, prices for mailing and shipping services will increase by 4% on average, with priority mail prices rising 6.3%.

The increases come as the Postal Service faces a solvency crisis that has prompted it to beg Congress for relief. The financial crunch is largely due to a law passed in 2006 in which Congress ordered the Postal Service to put money aside for future retiree benefits, a mandate that has drained the agency of cash and that many want to see repealed.

"The Postal Service is in the midst of a financial crisis, and pricing adjustments are one way to increase revenue to help the Postal Service return to sound financial footing," USPS spokeswoman Katina Fields said. "We also urgently need enactments of comprehensive, long-term legislation to provide the Postal Service with a more flexible business model."

Congress has made it clear that it won't help the Postal Service until after the Nov. 6 elections at the earliest. And, since some of the potential reforms are controversial, such as an end to Saturday mail delivery service, postal legislation may not happen until a new Congress takes over in January.

In the meantime, the Postal Service has moved ahead with cost-cutting efforts including the closure or consolidation of mail processing plants and the offering of retirement incentives for mail handlers and postmasters.

The Postal Service is chartered as a government enterprise and is supposed to be self-funding, though it has borrowed more than $12 billion from Treasury in recent years to stave off cash crunches. To top of page

TARP costs cut by 25% in latest estimate

TARP will cost taxpayers less money than expected after Treasury did better on the sale of much of its stock in the insurer.

NEW YORK (CNNMoney) -- The Troubled Asset Relief Program, which the federal government used to bail out many of the nation's banks and automakers, will end up costing taxpayers an estimated $24 billion, which is 25% less than the previous estimate.

The latest estimates come from the Congressional Budget Office, the nonpartisan scorekeeper for Congress on matters related to federal spending.

TARP's lower cost is primarily due to a better-than-expected return on the sale of stock of insurer American International Group (AIG, Fortune 500), one of the major beneficiaries of the 2008 bailout. The AIG rescue is now estimated to cost TARP about $14 billion, once Treasury sells its remaining stake. In March, the CBO estimated that the AIG bailout would cost Treasury $22 billion.

In September, Treasury sold $20.7 billion worth of AIG stock, taking its stake down to 15.9% of the company's outstanding shares. Those shares were sold more quickly, and at a better price, than CBO had estimated in March.

The CBO also raised its estimate of Treasury's profit on the bank bailouts by $1 billion, to about $18 billion. But that higher profit was offset by a $1 billion increase in the estimated cost of the auto industry bailout, which CBO now says will cost taxpayers $20 billion.

The drop in the value of General Motors (GM, Fortune 500) shares is the primary reason for the higher cost, since Treasury still holds about 500 million shares of the automaker's stock.

The costs associated with some other major programs under TARP remained unchanged in the latest estimate. Various mortgage assistance programs should cost TARP about $16 billion. And TARP made an additional $8 billion profit on assistance it provided to Citigroup (C, Fortune 500) and Bank of America (BAC, Fortune 500).

TARP was passed by Congress in October 2008, as the financial markets melted down and credit in the nation's banking system froze up. While $700 billion was approved under the program, only $414 billion was ever dispersed.

While TARP was the highest profile bailout that was put in place at that time, it was not the only one. Taxpayers also bailed out mortgage finance giants Fannie Mae and Freddie Mac, and the Federal Reserve also stepped in to provide cash to financial firms to see them through the crisis. Will China's auto boycott backfire?

Sales of Japanese cars in China declined sharply last month. Is the trend hurting China too?

HONG KONG (CNNMoney) -- Chinese car buyers boycotting Japanese brands due to a dispute over a group of oil-rich islands could end up hurting local engineering firms and dealerships as much as the big automakers in Japan.

Sales of Japanese cars in China fell by between 35% and 50% in September, with Toyota, Honda, Nissan, Mazda and Mitsubishi all feeling the pain.

Most Japanese cars sold in China, and the parts used in their production, are built by Chinese workers in Chinese factories. When assembly is complete, the cars are moved to dealerships often owned by Chinese and sold by Chinese salespeople.

"In many ways, reduced sales of Japanese brand vehicles in China actually hurts Chinese companies," said Janet Lewis, an analyst for Macquarie Capital Securities based in Hong Kong. "There is a definite impact in China."

Quantifying the impact on Chinese companies is hard. The next round of quarterly financial statements might contain hints, but until then, the disappointing sales figures from Japan might be the best indication of simultaneous pain in China.

Lewis said the sales decline is likely to be felt through virtually the entire supply chain in China -- but not always in an equal manner. Large auto factories, which often have the explicit or implicit backing of China's government, should fare better than less financially secure private parts suppliers or dealerships.

John Zeng, a director at auto industry consultant LMC Automotive in Shanghai, said dealerships are likely to be hardest hit.

"Dealerships have already suffered a lot in the big cities," Zeng said. "In many cases, they've already paid for the cars on their lots. If they are unable to sell them, that's out of their pocket, not Toyota's or Honda's."

Japanese cars are among the country's most visible exports, and have served as a target for protesters in China upset over Tokyo's efforts to assert control over the Senkaku islands -- or Diaoyu as they're known in China.

Japanese cars have been overturned as part of public protests. And in Xi'an, an industrial city of eight million, a Chinese man was left paralyzed last month after being dragged from his Japanese car and beaten.

Mass protests have since abated, but sales of Japanese cars remain slow in China. Analysts attribute some of the sales decline to nationalistic feelings, but fears over the destruction of property are also thought to play a role.

How long the crisis might drag on is an open question, dependent more on politics than anything else.

"There was a very sharp contraction in sales immediately after the demonstration," Macquarie's Lewis said. "I would expect that to continue at least through the first weeks of October."

The broader conflict between the two countries has vast economic implications. The islands are in popular fishing waters that are also rich in natural resources such as oil. Ownership would allow exclusive commercial rights to the seas surrounding the chain.

As lucrative as securing the islands would be for either side, politicians must walk a fine line. China is already Japan's largest trading partner. Nearly 20% of Japanese exports last year were sold to mainland China, compared to 15.3% exported to the U.S., according to figures from the Japan External Trade Organization.

"If the situation continues in this manner, it will certainly harm China's larger economy and could have very meaningful long-term implications," Zeng said. To top of page
